Communiqué adopted by the Peace and Security Council of the African Union (AU) at its 1024th meeting held at ministerial level on 19 August 2021 on the implementation of peace and security related to Border Governance in Africa.
The OAU, later the AU, adopted, early on, a progressive border agenda that recognized the potential of borders – the potential to contribute to peace, security, integration, and sustainable development across the continent. The OAU/AU adopted a number of legal instruments and frameworks to reverse the mindset which considers borders as instigators of conflict rather than as opportunities for cooperation and integration. In 2007, the positive perception of borders was crystalized with the adoption of the African Union Border Programme (AUBP). The Programme’s establishment signalled a paradigm shift towards an understanding of Africa’s inter-state borders as assets for anchoring public policies at continental, regional and national levels.

The African Union Strategy for a Better Integrated Border Governance
The African Union Strategy for a Better Integrated Border Governance, adopted by the 33rd Ordinary Session of the Assembly of the Union, held in Addis Ababa, Ethiopia on 9-10 February 2020 (Assembly/AU/Decl.754 (XXXIII)). The Continental Strategy is an important milestone in the implementation of the African Union Border Programme (AUBP), in line with existing political and legal instruments adopted by Member States to guide their efforts in the management of border issues. It is designed to use borders as an instrument to promote peace, security and stability; to improve and accelerate integration. The Strategy provides guidelines and recommendations for coordination and cooperation on border policies at the continental, regional and national levels with a focus on enhancing coherence.

AU Convention on Cross Border Cooperation (Niamey Convention)
The principle and instrument of cross border cooperation are defined by the AU Convention on Cross Border Cooperation, (Niamey Convention), adopted in 2014 at the 23rd Assembly of Heads of State and Government of the African Union. The Niamey Convention constitutes the first continental legal framework for cross-border cooperation, making it possible to accelerate the process of regional and continental integration and to resolve border disputes peacefully.

The principle of the respect of borders existing upon achievement of national independence
The principle of the respect of borders existing upon achievement of national independence is enshrined in the Charter of the OAU, Resolution AHG/Res. 16(I) on Border Disputes between African States, adopted by the ordinary Session of the Assembly of Heads of State and Government of the OAU, held in Cairo, Egypt, in July 1964, and article 4(b) of the Constitutive Act of the AU (2002).
The African Union Border Programme has launched a bi-annual Newsletter to highlight ongoing activities in Member States and by Regional Economic Communities (RECs) as well as the African Union to implement the AUBP on the continent.
